its not laquered at all it appears it has been sanded down and someone tried to stain it and never put a finish back on it. Its not shiney or smooth its dull and feels very very dry. I doubt it is original but hey you never know I will do more research before I do anything. Thanks for the info guys.

I have an Arisaka T-99 [short] rifle. Early features, all matching, pristine bore, great mum, Series 4, Nagoya. I have actually shot it and it shoots wonderful. In July of 2006 I paid $365.00 for the rifle. It came with 103 rounds of new Norma ammo and brand new dies. Today the ammo and dies are worth $250.00 bucks. I did well on this purchase. I researched Arisakas for some time. The internet is full of data. Understand what it is your getting into before the bucks change hands. I will never sell this WWII artifact. It speaks voloumns of Japanese history, warfare, and firearms tech. Bang, bang?? You bet!!
