Per Wheaty: Mount is a Parker Hale commercial mount A-29 and rings are PH as well.

No. Wheaty has an article out, but that's it. The history of these rifles is a bit confusing. There has been a ton of discussion re the EAL on Canadian Gunnutz Forum. Go there, hit search. A lot of info has surfaced over the last few years on these rifles.
