Yep 3/4 full is the way to go, The light horse troop i muck around with uses saw dust to fill them with, as this makes it lightter and easier to stack correctly. See if you can get yourself an old ausault pioneers manual, or engineers and this will show you how they should be stacked for stability and authenticity.

A full sandbag is as stated actually 3/4 full, the bottom seam is tucked in as it is laid all seams are laid internally and the chokes tied and tucked under the laid bag, the bags are generally laid to an english bond a course of headers and a course of stretchers as they are laid they are beaten int a square ish shape with a pick helve or as Peter said the back of a shovel
