That would be correct.
There are a few cases where Winchesters may have had a parked bolt, but no know Inlands. Search this site and you will find a couple good discussions on the subject.
I believe that is correct. There are other indications of a re-Park too, such as the trigger, which should be blued, and the lack of paint in the various markings on the sight. None of these are conclusive on their own, but when taken with the Parkerized bolt, it's starting to look like a rebuild. Most carbines sold by DCM were rebuilds, so nothing unusual there. The Type II band is unusual on a rebuild but not impossible, but there should be a rebuild mark on the stock if the stock was on it at that time.
In any event, it is a gorgeous Inland and the Parkerizing does look original.
