Thanks for all the helpful ideas. Mike D, your starter punch suggestion was the ticket. First, I chucked the pin punch into my cordless drill and used a file to turn it down to .055". Then I heated the sight block with a propane torch and gave the pin a healthy SCHMACK with the solid punch, which loosened it enough to complete the task with the pin punch.
