This is VERY sad..................... I left NY 20 years ago and never looked back. Sounds like a real good reason to leave. I would be crushed!!!!!!!!
Don't despair, just think it through. You need ammo, dealers need business. So how about letting the ammo be shipped to a local dealer? You pay him a reasonable handling charge. He is not having to invest capital to pay up for stocks that might not be sold soon/later/ever. And he gets something, whereas if he doesn't want to work with you in this way, he gets nothing.
Reloadings the go stock up big time on your components I carry minimum 10,000 projies for the calibres we shoot as you never know when shortages are gunna happen in Australia and bulk powder & primers and at least a 1,000 new cases per calibre sure big out lay to start with but then you just have to trickle feed replacing it as you crank out the rounds.
And if things get to hot with the war dept you put on the bovine face head off to the sulk room and start loading, I would invest in a good reloading program I use the Quickload program as one rifle I use the 6.5/284 is not so friendly on barrels the program assists with powder/velocity for barrel length roughly then its just a matter of getting the jump/primer right saves lotsa range time wear & tear.
Keep a stock of new barrels as well saves down time.

S&W just announced this week no more sales in Kalifornia. They refuse to comply with the micro stamping law going into effect.
I second the move to PA. PA is a strong defender of gun rights. Only thing you have to register the sale of are hand guns and the other Federally regulated firearms. FFL dealers still need to do paperwork but a private citizen can sell to another without going through the hassle.
Steven, I think I have the solution to your problem. It's quite simple, phone in your ammo orders.
That would be too obvious! But I like having it shipped to the local dealer solution as well. Given enough quantity or repeat sales, they might start giving some price breaks for prepaid orders, etc. Then both dealer and customer are happy.
BTW, sometimes it works in reverse. Today I saw a compadre in the local shop. He was there selling the dealer some factory .380 ACP ammo which they needed.
Just looked up the law. Phone orders would be illegal also. The law requires "face to face" transactions and background checks and registration. You can still order online and on the phone but it must be shipped to a registered dealer. It is considered unconstitutional and is being appealed.
