One would of thought that the person filming the incident would have immediately put his phone down and gone over to offer assistance to the police officer.

Yes and no doubt they call the police when in dificulties with criminals but hey maybe the police could stand and watch them getting robbed or assaulted and laugh. Not sure how it would work but in my trade as ERT & safety if you have a fall in a harness you have very little hang time before you suffer suspension trauma or toxic shock and its pretty iffy if you have hung for a while if you'll survive when the weight is taken off your legs, so I wonder if his blood is pooling in his legs maybe not but not a good position.
If I was that policeman once freed I would certainly have a word with them and conduct a search of their vehicle who knows he may have the last laugh, I for one would have gone to assist him its human nature, they are just scumbags for failing to assist him, besides I feel Badger should remove it the policeman was probably in pursuit of a felon......
I thought that there was/is, in the UK, an offence of not helping a policeman/woman, if asked to do so? Is there a retired policeman who can confirm this for us, please?
It should be the natural reaction of anyone with a basic level of humanity to help the guy off the fence. You might have a laugh telling your mates about it afterwards; but you'd help him straight away.
The fact that they could film someone needing help, for over a minute is just brainless.. Seems to be a worldwide problem these days
