My understanding is that Pointblank wasn't the strategic order under which civilian blanket bombing was carried out. It was instead the under-girding for D-Day, designed to destroy Germany's ability to wage war at the industrial level and to force Germany to commit its fighter strength to the homeland and to destroy as many fighters as possible in air warfare so that air superiority could be achieved over the landing beaches in Western France.
