As for the fuse on the tank round in question it would be impact and not time delayed as in situations where the range may be down to mere meters as in the Kursk battle having a TOF arming fuse would not be of any value at all.
When the U.S developed the VT fuse it changed the whole dynamics of artillery engagement on ground targets originally it was for Naval service only where chances of recovery by the enemy were 0 to be deployed against incoming attacking planes.
Later they relented and issued it for land based use and it fairly plastered and demoralised the German infantry as the shell burst at the optimum height above the ground ensuring the maximum effectiveness of the round, the fuse that won the war the "Funny Fuse".
