Yes, completely normal. A low-shooter would have the sight filed. The drawing/procedure for that is in one of the depot manuals. Mine's high at 100, but when shooting the 100 yd sighting target, it passes, so that's that. Now mine shows glints of bare steel in the file cut but seems to have been touched up with something long ago. The OP's looks to have been touched-up too, but really good pics in sunlight would be needed. Since it generally is so 'untouched', it doesn't seem likely that the previous owner would have tried to cover that. Maybe the armorers had some kind of touch-up material to put on the file cut when they were finished adjusting the sight - does seem logical that they would. And don't forget, sights were blackened for target/qualifying shooting and sometimes in the field before battles, although that usually was candle-black and came right off when the gun was cleaned later. Plus, this carbine doesn't seem to have been to the field at all. Okay, enough guessing. I would have no trouble believing the armorer had a bottle of bluing salts and rubbed some on the file cut.
I keep a cheap 'Dollar Store' LED small flashlight with my guns. It is amazing what one of these will reveal/show.

In my opinion, I would hold on to it a little longer anyway. Prices have already jumped up some and will probably contine to rise. It the big "ban" does ever take place or severe restrictions are put in place, then maybe you can thing about selling it. Don't get me wrong, you have a very unique carbine that will bring lots of money either way. But the longer you wait, the better things will be for you unless I am wrong.
