I have this Mauser I got from my father whom bought it years ago from a guy who needed 20 bucks. I think it is Iranian although I was first told it was Serbian.
It shots nice and from I can see it is all there although I bought the cleaning rod from a dealer afterwards. overall it is 39 and half inches long. which I think makes it a carbine.
I was offered 350 Canadian about 20 years ago.
any information would be appreciated

Hmmm, Mausers come in all lengths, but carbines are usually more like 37-38". Check the length carefully from muzzle to the heel of the butt (not the toe of the butt).
And, of course, don't forget the pics!

looking at farsi that would put the serial number at 38010 if what I read on the message boards is correct
1) It is a Persian Mauser, bearing the Persian Crest on the receiver ring.
2) The number in Farsi script on the receiver is 28010.
3) The inscription on the left wall of the receiver reads:
"Tofang-e-motavasset namunah 1317 Karkhaneh eslihan-e sazi Brno"
= (approx.) "Rifle, medium, model 1317, Arsenal Brno"
So it is a Czech Mauser, Model 1317, made in Brno.
1317 is the Iranian year. From the inscription, it seems to be a Czech Model Vz24 rifle. But they had straight bolt handles, and no recess in the stock for a turned-down bolt handle. Furthermore...
4) The number on the butt is 2?857 - not the same as the receiver.
5) There are two other numbers inscribed on the right side of the receiver ring.
6) The backsight is not marked with Farsi numbers, as would be expected. Maybe a replacement.
7) The bolt handle bears a number that matches neither the receiver not the stock.
Conclusion: It's been around, and appears to be a mixmaster.
Once more, please provide an accurate measurement of the total length from muzzle to heel. The carbine version of the Vz24 was 38" long. Your measurement of 39.5" rather suggests a cut-down Vz24 rifle. Unfortunately, your photo on the soft material obscures the front end, which might have provided a clue.
As you can see, the situation is not yet quite clear, other than that the rifle seems to be a mixmaster.
It was Proofed in Birmingham at some point post-1954. (Picture six has the Bingham date code in the crossed sceptres.)
I have seen one of these with English Proofs before. It also had British Government marks leading me to speculate that it had been captured during the Anglo-Soviet invasion of Iran in 1941.

length is more like 38 and 1/2 inches from butt to tip.
The Czech Model 30 carbine was followed by carbines made in Persia - the Model 49. This had the Kar98k-style slot in the butt for the sling - as your example does. It also had both barrel bands held by one spring - but I cannot tell from your photos if that is the case here. A pity you did not provide a full-length photo of the right side, as that would have clinched it. Nevertheless, considering the overall length you quoted, I am now fairly sure that this is basically a mix of a Czech Model 30 carbine system in a Persian Model 49 carbine stock - according to Ball, the Model 49 had a barrel about 0.2" longer than the Model 30.
That could have been done by anyone, but at least the repair to the handguard is a proper arsenal/armory job.
