Wouldn't doubt it, with all that free labor around I am sure they took full advantage of it.
I have been deployed, then forward deployed to a bare location and we had to "build our base" before we could even fly our missions.

I don't know about WW1 but my Dad in the first couple of months of 1942 (as a civilian carpenter) helped other civilian workers build some of the Army barracks at Fort Meade, Maryland before he joined the US Marines as a Combat Engineer.
I work at a US Army supply depot and I have seen old photographs of the depot when it was an induction center in WW1 and the picture shows hundreds of tents.
My own opinion is that in time of war the priority for recruits would be training and getting them in-theater ASAP rather than spending time building barracks.

they looked pretty damn healthy and happy good for them, they deserve to be.
Dan, can you tell me more about this hunting party. My grandfather survived the march and i would love to know more about it.

met one of the survivors, in the first day of the first year of medical training in Utah, and he told me he would never stop wanting to kill Japs. He really meant it. year was 1969, and I was just 21 years old. this guy impressed me
