I thought they brought out the old Mausers until I took a closer look. I wonder who supplied them and when. Cuba, Russia?

Some have slings, some don't, dog collar on upside down on closest. They don't look like a well trained bunch.
Are they members of some sort of civil guard unit?
Judging from the age, I'd bet they are members of some die-hard communist organisation.
Some kind of volunteer unit for the enforcement of the new kind of democracy being installed over there, with no-one complaining in the "civilised" world.
Consider Volksstrurm, but without an apocalypse pending.......
I wonder if they actually were just bought in recent years from surplus dealers for cheap. Could be foreign aid (i.e. USSR, China, Cuba, etc.) but the possibly still exists that they have them simply because it was the cheapest firearm they could buy in bulk in recent years.
Are they about to take part in some sort of ceremonial parade because they don't appear to have any additional equipment such as webbing and spare ammo etc? They look a bit like some of the re-enactors that we see at some events over here.
Venezuela is falling apart at the moment, I would be very surprised if they were re-enactors.
Every one of 'em has a different hat. No tan uniforms in their regular Army either. Those guys are Bolivarian Militia. Big time supporters of Venezuelan President Nicholas Maduro. Mosin-Nagants are what they're issued. Could be from anywhere.

According to the article, these are militia supporting the Venezuela strongman. He is arming them to keep control of the populous.

Over here they were the desperate move against an external enemy (Soviets), there it is against the internal one, the Venezuelan people.

I would have thought supplied by Cuba years ago and supplied to them by the Soviets as aid before that. Certainly very well used, they have the look of square bashing drill Rifles.
The guy in front will certainly be a threat with that big loop of sling between his sights.

That's so he can carry it slung and still have it sort of pointing downrange. The guy climbing down has his collars on the small of the butt and under his left hand up front. The time may come when the armed forces of Venezuela may decide to swap sides and side with the people. The regime are playing a dangerous game by using the armed forces against their own people.
