Enforcers - ?? scopes and rear base

As a currrent thread is throwing up more info on Enforcers I would like to throw in a couple of issues.

Issue 1 - Mark Stevens excellent articles on the Enforcer left me with a question or two on scopes - a lot of rifles appear to have been supplied with the Pecar scopes but info is a bit sketchy - has anyone any info on which rifles were supplied with/without scopes? - which makes of scope? - which reticles? - were scopes engraved with rifle numbers? - what did Pecar scope numbers range from/to?

Issue 2 - The Parker Hale rear base(21) is not the most impressive fixing and I suspect this impinges on consistency and accuracy. Several scope rails are produced as alternatives (Armalon. S & K?) with a very rigid 'claw' fixing to the clip guide so a friend is producing for me a base 21 with front claw (hopefully with slight increase in thickness to give a 20ish MOA lift to the rear of the scope). Do you think this wil work - or am I likely to crimp the scope tube with the PH rings?

Re the scopes and other stuff.
I have some home office documents that give the production outline for the Enforcer.
When the enforcers were 'made up' at the RSAF Enfield and latterly Nottingham they were shipped to Parker Hale as actions and barrels only Parker Hale fitted the woodwork Pecar scopes and bases (if ordered) and the guns were shipped, I understand from a Police Armourer that once the guns got to them, they inspected them engraved, or sent for engraving the scope, eyepieces and magazines fitted bipods if necessary (Harris BR notched legs with skinny rubber feet 70's style as in the picture below) and numbered up the woodwork (if their force policy dictated this to be done so some were not engraved).
You have to understand here that police forces in the UK can't go out and just buy anything to go on their guns they have to get approved equipment only that has been approved by the police scientific branch (home office document), Even their ammo had to be ordered from one supplier (Edgar brothers)
So the Enforcer was only licensed to be used with a night sight and Pecar scope and only in the shipped configuration. However I have seen an original ex Northumbria police Enforcer with a heavy barrel and a parker hale TX forend?
Met enforcers numbers 061 and 070 came from Parker hale with no scopes, they were fitted with night sights (Picture), peter Laidler could probably tell you what the night sight was and the possible mount used.
Scope numbers seem to be in the 72XXX to 73XXX range mainly though I have seen original 31XXX and 52XXX scope and later ones such as 91XXX
Most of these ones were police replacements such as Met rifle 048 originally had scope 73032 this was replaced in 1980 by scope 91495.
Reticule was the Pecar number 2 reticule thick post with fine crosswire.
Because so few guns were made they were made and shipped in batches, it appears from the numbers quoted elsewhere on this forum that 1974 1977 and perhaps an early 80's batch were made, but I don't know this for sure.
It would then make sense that parker hale bought the Pecar scopes in batches to fit them to the rifles (hence the tight serial number band)
Actual production figures only appear to be a maximum of 700 with about 60 or so actions that were never assembled by Enfield.
With a tiny production run coupled with the fact that most of these have probably been chopped up... It’s a wonder that they are still quite cheap!

That's an early (up to the mid 80's) WEAPONSIGHT, image intensified, L1A1, simply known as the IIW or IWS. Made by Rank Pullin controls. Modified later to incorporate an automatic brightness control and upgraded all the way up to L1A7.

I did a small article on these sights for MILSURP just before CSP joined them. Built like brick out-houses, they were very tough and reliable. Used on the L42 and described as the ultimate L42 accessory. As a matter of interest, how many out there have them ...., working or not?

I have an enforcer that was never assembled. I bought a barreled action from the UK and set my mind to complete it. I notice that the barrels are not all the same on them. My scope, I managed to pick up in the UK. I hear that there was no standardization regarding the numbering of scopes. A lot weren't stamped. Quite a few police forces didn't have the money for Pecars and the opted with other scopes like Hensoldts, Sterlings, and even Tascos. And that would be the way they showed up when sold out of the police forces.

On another topic, I notice some enforcers have tapered barrels and others are the old hammer forged style as you would see on L42s,
L39A1s, and Envoys.

What I was told by Mark Stevens. At least I think it was him was: The hammered finish is typical of the Early Enforcer barrels. - Serial No's have no bearing on the date of issue (They just grabbed Actions off the shelf and numbered other parts and numbered to match after they had been put together...)
The tapered barrels are of later manufacturer - ( I've been told unnoficially that _____ _______ has
the machinary that produced the later barrels but they are too loud and too big to have the machines working again).

Here's mine the first time I got it back completed. That was a three year project that ended happily.

The first recorded shipping dates for the Enforcer were in December 1973 and the last recorded are in March 1983.

Over their history Pecar seem to have made 4x10 scopes with 25mm & 26mm diameter tubes.

The one attached to my Enforcer is of the 25mm type (S/N 49xxx) with the P/H RAHS3 rings - with Cross Hair reticule. I also have another 4x10 Scope with a 26mm diameter tube and No 2 reticule (S/N 92xxxx).

Is there any history out there of Pecar's scope production run's, did they make 25mm & 26mm scopes in parallel for different markets or move from one size to the other at some point and was there a standard diameter size fitted to the Enforcers?

Regarding P/H scope ring types, I have seen P/H scope ring types RALS4 and RAHS3 - the 3 appears to be for 25mm diameter tubes and 4 for 26mm tubes and am guessing the L and H are for low and high mounts (please note only a guess and am happy to be corrected). If that is the case then did Paker Hale make RAHS4 rings?

Interesting, I thought they'd be higher then that. I couldn't find a source for the rings so I made them myself, except I have .750" under the scope tube to the top of the base. .486" is more like Medium Rings. :o

The specifications for the Enforcer called for the 4x10 Pecar..well documented by Mark Stevens. However, Stevens does not address or perhaps choosen not torelease all the other variations like 5E sight only rifles; night vision or other scopes. I have an Enforcer with a Pecar 4x light.....a Weapons Tech in the Uk has told me that the Police Forces purchased many of these without scopes and bases and fitted 4x and 6x Pecars. No deviation from the Parker Hale A20/21 bases. They do the job despite their flimsy appearance. Like to here some more opinions.

I have the inital Home office research evaluation report for the Enforcer
It states that there were 3 short listed scopes for the Enforcer.
1. Pecar V2 S 4-10x
2. Pecar 11 S 6X
3. Leatherwood Art II

The leatherwood was the best performing scope but was discounted due to price (£70) and availability.

The Document states that either of the Pecar scopes were sufficient to do the job, but would recommend the V2 S 4-10x as the prefered option.

The final specification document only listed the 4-10X and the iron sights
for 'emergency use' fitted by Parker hale. I would imagine that Forces buying for night sights would not pay out for Pecar scopes if they were not needed.

What size tube is the pecar vs-2

Mine is 1" - it is possible some might be 26mm (others can probably clarify)

Mine is 26.05mm mounted in PH RAHS4 rings (Enforcer number 134)

What is the part # for the front sight tube

Sorry Paul - not quite sure what you mean. The Pecar scope does not have a number on the front tube.
The foresight on mine is the Alfred Parker 'Matchmaker' but it is possible others might have similar foresights (eg John Wilkes Precision?) - others can probably clarify?
