Can you post a picture of the channel? The Australian Army experimented with a cover to fit the LC-7-40 Ring Sight, which fits a M16 carry handle, but your cover is much more robust than the ones I have seen for that previously.

It looks well made - no markings other than that number though, which is 460 C 140 - 5.
Finish has a slight matt wrinkle finish to it.

DSA Inc., (USA) makes a series of scope mounts, but with Picatinny rail, for the FAL series of rifles with a similar type of locking system. They (DSA) claim it is based on the "South African" design. Could the OP's mount be South African?

Interesting thing to me is, what scope would have had a carry handle mount in the late 70s/ early 80s, but not been calibrated for 5.56? And why would it be worth the trouble of making up a pretty complex cover where the optic can't be removed without removing the cover from the rifle?
No idea on value, but I'd be interested in buying. I like strange optic mounts....
