Finally found one for a decent price, however, it was sporterized (stock and barrel are cut)
Any ideas/opinions on how to proceed with restoral? My intentions are to compete with this in Vintage Sniper matches (Western Games)

Seems you need about everything. Brian Dick at BDL Ltd has done bags of these, maybe ship it to him and stand back. Find him here... ( https://www.milsurps.com/member.php?u=2818 )
You still have to find the optic and mount...he'll do the rest I think.
I have shot a bd restoration and it’s the best one I’ve ever used for targets; I will say that it did not compete well with the Russian, Swedish, German or American snipers. Every few rounds would throw an 8 or 7 ring and that just burned my hide... my best shooting vintage sniper is an 03A4 with a Lyman Alaskan scope. 2nd best is a toss up between a Swedish M41b and the Top Mount PE. My eyes at 51 are still good so the 2 1/2 x is fine. As I get older probably the Swede will have to be my go to. The restoration ain’t cheap for what it gives you l. I hope this helps
