It is a all numbers matching with a hex receiver. Any idea if its correct and what the value would be?
Not sure what image you attached but when you tap on it, it certainly isn't a Russian milsurp rifle....
I saw a picture of the rifle, it's just the pictures and videos of the other things that took me by surprise haha

Have the markings been scrubbed off the ocular (eye-end) housing?
If not, and if it's an original rig, it's a rare and expensive set.

So the scope looks ok,, but Its hard to tell from one picture about the rifle itself. Also, I have never heard of a 1940 Izhevsk PEM sniper rifle. Tula was the only factory making them at the time. The Izhevsk PEMs were made in 1942.
