The Swiss were pernickety about things like numbering. So no number = was never on an arsenal-completed and accepted rifle = leftover after production ended and spares disposal. An in-service replacement would have had the number applied.
Patrick's explanation is as likely as it gets.
Any entity that required numbers stamps of various kind were always serious about it.
It was a requirement for acceptance.
