Good question. It was the required pre 1968 mark for import into the USA of firearms 'country of origin'. The mark may have been applied by the importer. I remember $7.98 No 1 Mk III .303 rifles stamped 'England' on the bottom of the stock.
It's not required here, but it might have been applied here by Interarms (etc.) as a matter of convenience before shipping them over there.
We sometimes see rifles with it on here, but they have been re-imported.
