The semi-finished state suggests something made in a school shop class (when teacher wasn't looking): interests change quickly at that age.
A "Curio" piece, i.e. something to hang on your wall or stick in the display case.
Looks like a Pakistani carving knife.
It's actually a "theater knife", i.e as made in the theater of operations. Made during WW2 anywhere service men had access to metal working equipment and scrap material from crashed airplanes. etc. Many of them were works of art, and there are collectors out there.
