I saw a picture of a no4 sniper and it had blonde wood and a Suncorite paint finish. This obviously did not leave the factory like this. I am assuming it would be a reworked rifle in Brutish service. My question is how desirable is it like this and how adversely does this affect value?

Why would you assume it's been reworked. Many have been seen with blond factory wood. And the suncordite was the standard finish for No4Ts. Any pics?

The only 4T's that I've seen with 'factory original' light wood (beech) are the early UK run of production rifles, generally BSA & Maltby 41's, this being because that was the wood that all No4's were leaving the factory with at that time. However, these were either blued or oil blacked, though maght have been suncorited subsequently at FTR. Early Savage rifles were generally stocked up in stained birch which is usually darker than beech but not as dark as walnut.
