The major concern here is that the receiver markings appear to be scrubbed, in which case there would be no way of telling if this is a safe to shoot "high-number" '03 or one of the questionable "low number" rifles with the earlier heat treating. It has been pretty extensively "sporterized" so it's only real value would be as a shooter/cheap hunting rifle or as parts (a lot of people wouldn't take a chane on an unknown receiver so parts would be the bolt, rear sight, triggerguard/magazine assembly, and barrel) - figure $150 to $200

No number = illegal?
The gunsmith who did the job may have restamped the number underneath the waterline.
