Question realtively inexpensive upper build..... nowadays?

Wel, my familiarity is with M1icon Garands, not AR-15's. I have a swap offer made to me for a complete lower for an old john boat that I've not used in 2 years.
My shooting involvement has been a few NRA HP matches and a 'bit' of informal shooting over the years, as well as a bit for the Navy, yearly qualification w/ the typ. rifles of the '80's and early '90s

My question is, can I build a decent complete upper 'half' or whatever its called w/ these rifles, for $350.... or less?
My wish list would be a 20" barrel, with 1 in 7 or 8 twist, flat top with removable carry handle (legal for Service Rifle now I have read), and..... if affordable, a free floating handguard. The latter is something I could add later on.
I can handle tools, have some basic hand tools, a vice or two... and a Dremel too! Any pointers, advice, opinions are appreciated.

If this is too 'generic', too often heard here or should be in another place/folder, let me know.

    Sincerely,
    Tommy

P.S. I've posted this also on AR15.com. The replies there have not been encouraging.

I doubt you could build one for that price. Now, more like $475.00.

Would that be for a complete upper or parts and tools for my assembly?
Thank you for the reply. I've been a bit slow getting back to CSPicon after the 'switch'.

I think it would be a miracle to do it for less than $500.00, and that would involve some serious scrounging. A complete carrier group alone will run you $120.00 used.

    ouch.
Well, I'm somewhat committed. A new complete lower, some magazines and a holographic rear sight (not SR legal I know, but its one less thing to buy right now and a carry handle/sight can be added later), are in the swap deal for an old john boat and trailer.

    Thanks for the reply.

ARs in any shape or form are going to go bye-bye very soon. Our elected wise ones, cannot see that it is the evil in ones heart that causes so much grief with any weapon whether it is a firearm, sharpened steel or a gallon of unleaded.

What is fifty bucks worth if you have an old boat you arent using? My boat was a hole in the water that I poured money into.

The price of complete uppers is dropping like a rock. Lots of places have them for $495 including bolt carrier group. Places like Dynamic Armament, PK firearms, marksarmory.com etc have them in stock, and since they are not considered "the firearm", they can be shipped directly to your house.

Not very soon, I think the Dims are afraid of gun control. The recent election spiked the prices, which is one reason for my starting this thread. That, and a son who is about ready to handle .223 timing timing timing.....

While I agree to the idea that a boat is, ".. a hole in the water surrounded by wood or fiberglass, into which money is poured....", I am not sure I understand your comment here.
