Off hand I would say at approximately $0.60 common ball to $0.70 per Match Grade rd.=about 70,000,000/81,600,000 rds. there abouts,but there are many unknowns here,how much ammo Match grade?,Ball?,Tracer/Incendiary? or other special purpose types?,if so,price/quanity of individual rds. will fluxuate drasticly,need far more contract details.

How can a 7.62 x 51 chambered rifle jam in a .300 Win mag cartridge?
Are they long actions shooting the shorter cartridge?
Sounds like with all the mods being planned, they would be better off with completely new rifles.

Brand new rifles would be a good idea, but it seems that when they were first accepted, the test guns were made up with what they had on hand, that being a 700 long action, and somehow it was decided to keep it that way [reading from somewhere on the net], couldn't verify that myself, sooooooooo now all they need to do is put on a new barrel, all the after market goodies, and bingo! Some day, somebody will realize they made a big mistake in not issuing brand new ones from the gitgo, and refurbishing all the old ones, grease them up, and store them for future use [remember the saga of the M-14], but then common sense is not a high priority in today's society.
