Any idea who may have built this 03 custom?

At one point this rifle was 1903 Springfield built in 1917 (serial no. 690***). It appears to be an early custom model 30-06. But from when & whom are my questions. I've looked at some Griffith & Howe's, Hoffman's & even some Pope's. It doesn't appear to be as elaborate as some of these but it is by no means a local backyard smith who did the work. Can anyone help me I.D. this rifle?

Michael Petrov literally wrote the book on 03 Sporters. He is probably the person to contact.

He is in the members list.

    Regards,

    Jim
