Of all the options, Loctite will NOT work, it isn't designed for that, and re-riveting just allows the likelihood of the same happening again.
I wouldn't go for silver soldering either, it's a form of joining that doesn't particularly like impact (recoil).
if it were me, I would weld; and you want to cause as little distortion as possible so any heat you input should be the minimum.
Peter's suggestion of TIG welding would probably be the most efficient, and permanent repair

From my experiance ALL the original Suit mounts I have encountered and own had soft aluminum rivets. I took my shooter and removed the rivets and tapped the aligned holes in the flat welded on the cover. I added another countersucnk screw as well and used #609 loctite on all of them. I've fired hundreds of rounds nary any loosening. I of course used a centerpunch to intermitantly prick the cover's receiver fit to make a tight no wobble fit all round. Now if I could find a cover mount wi tthe tabs already clipped off I'd use it on my metric FAL too !.
