More unidentified items

I was digging around in some boxes I have when I came across these two items. Does anyone know what they are and from what period?

the first looks like a sword frog. But from what exact era I cant say. It does tell you 108th New York. The second is a standard staff boot for the saddle. Holds the tip of your regimental or unit colours staff. I would think US and early 1900s or late 1800s. There should be a makers mark on it.
