jap 99 with cloth tag on sling loop

I just bought a jap 99 and it has a cloth tag sewn to the front sling loop it is 1 1/2 by 1 1/4 it has two japanese symboles written on it but it feels like there is a piece of thick paper sewn inside of the cloth (when they sewed it to the sling loop they folded it several times) any ideas what it is or should I cut the string to see what is inside I will try to get some photos if it will help?

I wouldn't cut anything without having someone who knows a lot more about these examine it. I doubt I would cut it even then.
