More Mystery Items From My Fathers Collection! Assistance needed! :)

I found this while rummaging through some more of my fathers collection. I could not for the life of me figure out what it could be. I was unable to find any sort of maker mark and the only thing I had to go by was the button manufacturer. to make a long story short, I came up empty-handed. As always, any help is appreciated.

I will definitely have to look into the Chaplain kit possibility as it does have that kind of organizational appearance to it. I did find that the button maker is Scovill which was out of Connecticut I believe. I wonder if they designed buttons and fasteners for anyone else?
