luger police magazines

hi , I was just re- reading Jan Stills book on Third Reich Lugers , I am curious about police luger where one agency was issued 3 mags with ther luger and another issued 4 mags, well how id they carry the extra mags , one in the luger, one in the holster pouche , so where did the police carry the one or two additional mags ??please advise, many thanks, robbt

In their barracks or police station locker, or were kept in the armoury. Or maybe even kept at home.
