Is this a military pistol holster?

I found this at a garage sale today. It almost looks like a holster for a Russianicon Nagant but is a little smaller. The holster would have fit a pistol that measured about 5" long, possibly a revolver. The only marking on it is a rectangular stamping under the flap. But I can't make out what it once read. It is open at the muzzle end and has a brass grommet near the muzzle, probably to drain any accumulated moisture. I've searched through thousands of different military holsters on Ebay and haven't seen one like it. Any ideas?

Looks like it is made by a local shoe, saddle or leather maker.

Looks pretty home made with that stitch work and cutting
