Question PEM scope on mystery mount

I have a 1939 Sovieticon made PEM sniper scope which has the serial number No 6-47147. The "6" which has square shoulders, could be a Cyrillic "Be". The Soviet national markings and factory identification marking have been scrubbed (removed).

It came with an old study steel short side-rail mount which is blued. The mount does not appear to have any markings other than the numbers "26" and "2" on the underside of the upper rail which is attached to the scope. The top centre of the mount has an area which may have been scrubbed of markings. There are NO German Waffenamt or Finnishicon "SA" markings. The base for the mount is present and shows that it was once attached to a rifle.

The mount (shown at top in photos0) is very similar to, but not identical to, the Swedishicon sniper mount shown in the photos attached to a rifle. It is finely made. Note that there are only TWO (2) machine screw holes in the base, not the three typically seen. There are no set screws to lock these bolts. The cam lever does not hide either pin whereas on the Swedish version, one pin appears to be hidden. We held the mount base against a Kar98kicon body and against a WWII Mosin 91/30 body and the contour seems to match that of the Mosin 91/30.

I have searched my reference books and web sites regarding Soviet sniping rifles and have had no luck. Ted at 7.62x54r.net did not recognize it and my email to Vic Thomas at mosinnagant.net's Red Star Snipers bounced.

    Questions:

    1. What is the identity of the mount? Nationality, model, time period etc. Military? Which nation(s) used this type?

    2. Do the scrubbed markings point towards this being a captured item or demilitarized and sold surplus for civilian use?
