    Installing Extractor Collar

Is there a way to install a new extractor collar and it be tight around the bolt?
I did a search but did not find a thread on this.
How was this done in manufacturing?

Hold the bolt handle in a vise ( of course you need to protect the bolt handle from getting damaged by the vise jaws ), Place the collar around the bolt body, clamp the collar closed with a small C-clamp, and install the extractor. The collar does not have to fit the bolt body tightly....the extractor will hold it closed.
