A Collector's View - The SMLE Short Magazine Lee Enfield 1903-1989. It is 300 8.5x11 inch pages with 1,000+ photo’s, most in color, and each book is serial-numbered. Yes, that is "above the cutoff", which is @ 800,000.

Is there a proof mark on the 03's that show that they were re- heat treated?

No, as was mentioned in another thread, the "re-heat treat" receivers were only done to a relatively few receivers as a test. (100-500). To my knowledge, there was no distinguishing mark.
