1861 Tower lock marked carbine--some questions.

I saw this carbine for the first time today and I know nothing about it.
Lock markings--1861 Tower--Crown over VR.---not a great photo.
Stock markings as shown below--not a great photo.

Is this a carbine/musketoon?
What else do I need to know about the history of these guns?
