Jap rifle classification

Good day all,

I have looked in the ATF "brown book" to try and determine if/how Jap training rifles are classified with no luck.
Does anyone know where they fit in?

They are classified as firearms if they will chamber and fire a live round . It does not matter if they break while doing it .

It is my understanding that the receiver is cast but will accommodate firing a blank round
