?? ID This Vintage Toy??

Any ideas what this might be?
I'm guessing (like the owner is) that it snapped a cap and helped propel a cork or maybe a feathered flyer...
Maybe a Marble... Or Bang Stick...

Sellers Description..... Up for sale is a toy from my great grandfathers house. I don't know the age or exactly what it is. Appears you put caps and then turn the top to tighten. Pumping the handle to use. Maybe corks as well? I remember it as a kid in the 50's.
