If it really is marked PW then it's Korean made.

I've got a couple of PW marked magazines. They came from Midway and they said they're by the same Korean manufacturer as the KCI marked mags. They gave the mfg. as PW Arms. Mine have the bolt hold open follower and look to be good quality. The springs seem pretty strong compared to WWII era GI mags. - Bob

No it is not Universal made. They used a five shot magazine as standard and with the ability to use the USGI 15 and 30 rounder's.

Hmm, I have in my notes that it came with Universal, Not made by. Unfortunately early on I did not cite where I got that information from.

Universal was in business 1962 to 1987 and many changes were made over that time. Early ones used USGI parts and later they had commercially made parts.
Universals Commemoratives were sold with with 5,10(15?) and 30 round magazines. According to one source. However I do not know how they are marked.

It seems the earliest questions about the PW marked mags were circa 2011 but may have been earlier. With that they most likely were not something sold with Universal.

*EDIT TO ADD* In CCNL 362 from Nov 2010 the PW Magazine was reported New In Wrap with a UPC bar code.

the UPC 8800270150031 pulls up KCI mags at Midway

I "Googled" the barcode on the packaging mine came in and got this: - see link. The result showed KCI in the SKU. That's pretty close to what Midway told me. I got mine in 2013. - Bob
