WTK: SKS serial Number I7715

I have a mismatched SKS. The serial number on the bolt and receiver is I7715. I just took it apart and I will take more pictures. There is a 23 stamped on the receiver and barrel. All other serial numbers are different from the receiver and bolt.

There are no Import markings on this SKS but there is CHINA stamped on theright side of the receiver.

What do I have here?
