Tell the guy, honestly, “I’d like it but we’re far enough apart on the price that I don’t want to make you an offer.”
Either you don’t get it or (most likely) he insists on your offer.
This is a great way to avoid insulting someone while still getting out a low offer.

Looks like a 1916 Spanish Mauser. Most are in rough shape (at least the ones I've seen, don't know why though). They are fun little rifles in 7mm cartridge nice and smooth. They were rechambered to. 308 as well, but I don't have any expirence with those.

Because with all such things, the good ones are sold first and they get progressively worse until they are all sold. Real nice ones were selling for $100 just a couple of years ago and the junk ones for $60. Didn't take long until it was tough to find a nice one again. Metal was OK but the stocks were all cracked badly. Now the nice ones are bringing what this guy is asking for a rust bucket. I wish I had bought a couple when they were cheap because my son-in-law wanted one and by that time we couldn't find one worth buying.
Mosin Nagants right now are at the bottom of the barrel also. I've seen some really nasty ones at Cabelas for $350 that just amaze me. Very bad pitting and active rust. I even saw one the bolt was rusted shut on. It's crazy.

Well I'm thinking I'll save my money till I find a nicer looking Mauser. One that doesn't look like as bad.

Can't hurt to make him an offer in your price range and see what results.
