I think a few of us might be able to help but pictures do indeed describe a thousand words.

Aside a bit, but putting a dial sight on a Bren is a bit of a lost cause. The Bren was only really good for one thing and at that it excelled beyond anyones wildest dreams. That of the section light machine gun. Not likely ever to be bettered I'd say. Yes, the GPMG but that's hardly a 'light' machine gun. I say leave the heavy stuff such as overhead fire and indirect fire roles to the big boys with their SF GPMG's and 81mm mortars

Take the drum off and see if the sight arm moves back to the body freely. It sounds like something is jamming it up, Check the fixing screw, it should be flush or below the surface. If it’s not, use a hammer (copper/brass or if not, nylon) and tap the housing down. Then tighten the screw some more. Repeat until the screw is flush or below.

Thanks guys the sight was not fully seated in the dovetail on the receiver. There was burr on the bottom edge of the dove tail that kept the sight from going down about 1/64'' and the mounting screw from fully seating flush . That was what kept dial from rotating to the 200 yard position .
