SA spent much of FY09 and FY10 reworking existing rifles made for .30-'03. Note the wording on the left side of the ticket.

A Collector's View - The SMLE Short Magazine Lee Enfield 1903-1989. It is 300 8.5x11 inch pages with 1,000+ photo’s, most in color, and each book is serial-numbered. Covering the SMLE from 1903 to the end of production in India in 1989 it looks at how each model differs and manufacturer differences from a collecting point of view along with the major accessories that could be attached to the rifle. For the record this is not a moneymaker, I hope just to break even, eventually, at $80/book plus shipping. In the USA shipping is $5.00 for media mail. So you suggest these are from rebuild not new issue? Reference the sights...

Brophy's SA book presents the armory's annual reports (summaries of activities during the past year). Reports for FY09 and FY10 show over 100k rifles were "cleaned, repaired, chambered, and resighted for Model 1906 ammunition." That would fit the first ticket with the wide range of serial numbers.

The other three tickets with closely grouped serial numbers look more likely to be for new production (assuming Brophy's serial number projections chart is pretty close). The previous year's report (FY08) - shows lots of work on rod bayo conversions and completion of rifles waiting on 1905 sights (and no mention of this work in FY09 and FY10 reports). Perhaps the blank tickets were designed for use in the two big FY08 projects, but were adequate for cataloging complete rifles and were used until the supply was exhausted.
