Question peened markings on Russian SKS 45

I have a Russian SKS that had the star and the year peened on the dust cover. The cover serial number has been left intact and matches the rest of the rifle. I find this kinda interesting since I don't know why bubba would peen the dust cover marking since it's quite ugly and the star and date stamp is way nicer to look at.

Does anyone know if this was an arsenal thing or maybe bubba got bored one night? Is it possible this rifle was shipped to a non-com block country like Egypt and had its markings removed?

This particular rifle has a laminated stock and has a black bolt. Funny thing, it still has the star on the reciever.

I'm thinking Egypt or Syria or possibly even Bubba.
