Is that the fault of the Army or the MOD though?
From what I've heard of the ever increasing issues of civilians using MOD ranges, it's usually Landmarc/MOD generated and often resolved when an senior Army officer steps in to resolve the matter. We all know the Govt would like to stop civilians owned firearms, and with so much contractorisation of MOD, the Govt have more tools available to create problems for access to MOD ranges. The NRA don't help matters when they are so Bisley-centric.
I'm lucky in that I happen to live close enough to Bisley, but if I didn't I'm not sure the extra hassle involved to shoot distance would be worth it.
The problems with the 3 service Cadet groups being able to shoot on a regular basis is also not helping, and again, that link to NRA and charity status is making it difficult to retain that charitable status. NRA have issues as well in their own organisation which really need addressing, the National in NRA really isn't National in any way. To many outside the home counties, the National part of NRA title is a joke.
Just the thing for putting round holes in square heads.

I think any distancing was started by the MOD's accountants who wondered why HM government were giving the NRA a million?? rounds every year to run the Imperial and in turn the army could use Bisley for major competitions. Somebody must have pointed out the number of ranges available next door at Pirbright!
Sadly civilian shooting is viewed in a bad light by the army, the NRA put on a days shooting at Altcar a few years ago to attract shooters to Civilian Service Rifle which was then termed as "militia" training by an officer who had viewed it, this was then written up as such in an official communique and fire with movement promptly stopped on MODS ranges for civilians.
Don't get me started on the state of the army clubhouse at Bisley which requires serious work to the veranda roof; the NRA have asked for it to be tided up a request which looks from my standpoint as being ignored.

At one time the NRA used to get the use of a Btn. for twenty-eight days to run the Bisley meeting - those days are long gone now.
