Rock Island 1903 out of serial Number range.

Picked up a rock island 1903 a while back. It was sporterized with a new a barrel and stock and drilled for a scope. Too bad.
While researching the s/n I came across an anomaly. The number is not within the Rock Island serial number range. Has anyone seen this? I know there were rock island receivers that were finished by Springfield but I think that was at the very end of RI production and they had 1 million + serial numbers.

RIA's last serial number was 430742, which was struck on 31 July 1919.
