S.L.P. Cartouche on 1903 Mk1 finger groove stock

Just picked up an excellent SA 1903. I know the stock isn't original to it as it's a 1.5 Mil. But what is interesting is the S.L.P. inspector cartouche. I can't find much on this inspector other than unknown 1917-1920. Does anyone else know anything about who this would be?

The information that I have is that the S.P.L. is found on stocks between 1917-1920

known examples: SA 1036724 Mark 1 SA 11-18 dated barrel and a SA in the 1.08x,xxx serial range

I would think a 1.5 mil would have a SA SPG cartouche
