The only old weapons that the government still owns are those that were loaned to our Allies over the years and have been returned then turned over to CMP. If the country that has them wishes to retain what they have in their inventory they will remain there till they decide to turn them back over to the US. This is how CMP got the carbines from Italy and the Garands, 03's and carbines from Greece as they were still owned by the US. Other wise all obsolete weapons once owned by the government have been written off and the government does not want anything to do with them. Would cost them more just in the paperwork to do anything at all with a recovered weapon that may or may not have been stolen after a war. They just do not care about them anymore.
