I've come across a few over stamped Type IV safeties... some from my part bins.
After reading this first link below... I remember now that S and S in the circle was actually the WWII supplier William Steinen Co.

And here is a Type IV Rotary marked with a Circled SS on one side. While the other side has the Circled SS Over stamped with a E.I.

This picture from fellow member Hercules Powder, shows a J.A.O. that's over stamped SS in circle on the front while being marked SS in circle on backside.

I believe all the Over Stamping just breaks down to Sub Contractors helping each other out to fill monthly (?) quota to the Gov.
