The base should be round and match the receiver. Now there might be some small variation but the way your describing it, it's completely flat. I don't wonder if you got a wrong base?
Judging by the flat handle and the rear scope screws look over sized I would guess it's a 1200tx target.

I had a great chat with Dick Davis at McMillan a few years ago about a few of the PH rifles (C3A1 and M85). He had a lot of insight on the rifles that used there stocks.

Hard to say, I've seen to many variations with some of PH's actions.
I suggest taking a dial caliper and measure your hole spacing and then contact the seller if they can measure the base or ask...
