Point that nobody's made: the receiver is a commercial Springfield Armory, Incorporated product, not USGI. The gimme on this one is the 7-million(+) serial number. No USGI M1 rifles were numbered...

The operating rod might be dragging on the lower band. A 1/8" diameter, 1/2" long roll pin from the local hardware store will fix the lower band in place.
